Are you sure? The list of commands that is available before a dataset is 
open resides in the function ready_for_command(), which is near the end of 
the file lib/src/interact.c; thanks to the marvelous piece of software 
that cvs is, I was able to establish that the include command has been 
legal in that context since May 2005.

By the way, the above list contained a spurious space for the "man" 
command. Just fixed in CVS.
