My only credentials in this area are that I also had a problem with
locales on Ubuntu once, and I don't really know what your problem is,
but here are some possibly related comments:
* Are you guys sure that the "spanish" alias refers to Spanish in Spain
in all cases? AFAIK in Latin America the decimal separator may well be
the dot.
* Are the locales really present, maybe they need to be regenerated
(recent upgrade to Feisty?), which IIRC is a bit complicated.
