[Gretl-users] new Windows snapshot

I haven't done one of these in a while, but there's a new snapshot 
at

Besides fixing various bugs this incorporates some significant new 
code (not all of it very visible yet).

* Re-coding of "genr", which now allows more flexible treatment of 
matrices in particular.  Please see the User's Guide chapter on 
matrices.

* Addition of a preliminary version of Arellano-Bond dynamic panel 
data estimation.  See "help arbond" for details.

* New internal architecture for GARCH.  Right now there should be
no visible changes (test, please!) but it gives us the scope to 
add more GARCH variants with relative ease.
