OK, we now have this.  There is a built-in constant, "WIN32" which 
has value 1 when gretl is running on MS Windows, otherwise 0.
So you can do. e.g.

if WIN32
   # do something
else
   # do something else
end if

That is a little trickier, but we'll get that before long.
